The Uttarakhand Renewable Energy Development Agency (UREDA) is the primary nodal agency. It manages the "Single Window" system for project approvals, identifies land for solar banks, and oversees the implementation of state-specific schemes like the Mukhyamantri Saur Swarojgar Yojana.
Objective
The Uttarakhand State Solar Energy Policy 2023 aims to achieve a total solar capacity of 2,500 MW by December 2027. It focuses on diversifying the state's energy mix and leveraging solar power to boost rural incomes and create livelihood opportunities for local youth.
Capacity Target: Reach a cumulative solar capacity of 2,000–2,500 MW by 2027-28.
Energy Mix: Increase the share of solar electricity in the state's total energy purchase to 18% by 2028.
Rural Access: Provide reliable electricity to remote rural areas using solar-plus-storage solutions.
Employment: Create 10,000+ jobs and mandate that projects on government-leased land employ at least 70% local youth.
Benefits / Subsidy
Financial Incentives:
Residential Subsidy: Aligned with the PM Surya Ghar Muft Bijli Yojana, offering up to ₹78,000 for systems above 3 kW.
High Buyback Rate: A 25-year buyback guarantee for excess power at approximately ₹5/unit, one of the highest in India.
Exemptions:
100% Exemption on stamp duty and land-use conversion fees for private agricultural land used for solar plants.
100% Exemption from electricity duty for 5 years for manufacturing facilities.
Waiver of court fees for registration and lease documents.
Innovative Billing: Introduction of Virtual Net Metering (VNM) and Group Net Metering (GNM) for easier access and monitoring.
Eligibility
- Permanent residents of Uttarakhand with a valid UPCL connection.
- Must have a shadow-free rooftop or land area of at least 200 sq. ft. per kW.
- Open to small farmers, unemployed youth, ex-servicemen, and returning migrants aged 18–60.
- Preference is given to SC/ST and women categories.
Documents Required
Personal ID: Aadhaar Card and PAN Card.
Address Proof: Recent electricity bill (UPCL).
Property Proof: Land ownership documents or property tax receipts.
Site Details: Photographs of the proposed installation site.
Banking: Bank passbook or cancelled cheque for subsidy disbursement.
Application Process
Online Registration: Apply through the official UREDA website or the PM Surya Ghar National Portal.
Technical Feasibility: Local DISCOM (UPCL) inspects the site and provides technical feasibility approval.
Installation: Choose an empanelled vendor listed by UREDA to set up the system.
Inspection & Net Metering: After installation, the system is inspected and a net meter is installed by UPCL.
Subsidy Disbursement: Following the Joint Commissioning Report (JCR), the subsidy is credited directly to the applicant's bank account.
