Short Description
The UP Polyhouse Scheme is primarily implemented through the Mission for Integrated Development of Horticulture (MIDH) and the State Horticulture Mission. The government offers a 50% subsidy on the normative cost of setting up protected cultivation structures like polyhouses and shade net houses.
Objective
The subsidy is credit-linked and back-ended. This means you must first secure a bank loan for the project, and the subsidy is credited to your loan account only after completion and government inspection

Self-Help Groups (SHGs) and Association of Growers.
Partnership & Proprietary Firms, as well as registered Companies or Corporations.
Non-Governmental Organizations (NGOs) and Trust groups.
Municipal Corporations and Agriculture Produce Marketing Committees (APMCs)
To successfully qualify for the subsidy, applicants must satisfy these core requirements:
Land Ownership: You must own agricultural land in your name or possess a registered lease agreement for at least 10 to 15 years specifically for protected cultivation.
Mandatory Bank Loan: The scheme is credit-linked. You cannot self-finance 100% of the project; you must take a bank term loan covering at least 25% of the total project cost.
Priority Categories: Preference is often given to small, marginal, and women farmers, as well as SC/ST beneficiaries.
Area Requirements:
Small/Medium Projects: 500 to 4,000 sq. m (handled by the State Horticulture Mission/NHM).
Large Commercial Projects: Above 2,500–4,000 sq. m (handled by the National Horticulture Board (NHB)).
DISQUALIFICATIONS
Early Construction: You are disqualified if you start construction before receiving an official Letter of Intent (LOI) or administrative approval.
Incomplete Records: Failure to provide current Khatauni (land records) or valid KYC documents will lead to rejection.
Documents Required
Aadhaar Card: Must be linked to your active mobile number and bank account for DBT.
PAN Card: Mandatory for financial transactions and loan processing.
Passport Size Photographs: Usually 2–3 recent color photos.
Caste Certificate: Required only for SC/ST applicants to avail of additional category-specific benefits.
Voter ID or Ration Card: Secondary proof of residence or family registry.
Khatauni & Khasra: The latest certified Record of Rights (RoR) from the Revenue Department.
Certified Land Map (Nakasha): A map showing the exact location and boundaries of the project site, certified by the Tehsildar or Patwari.
Registered Lease Deed: If the land is not owned, a lease agreement registered for a minimum of 10 to 15 years is required.
Soil and Water Test Report: A certificate from an authorized lab proving the site is suitable for the proposed crops.
Detailed Project Report (DPR): A professional report covering technical specs, crop choice, cost estimates, and financial viability (ROI/IRR).
Bank Term Loan Sanction Letter: Since the subsidy is credit-linked, you must provide proof that a nationalized or recognized bank has approved your loan.
Bank Passbook Copy: The first page showing the account holder’s name, account number, and IFSC code.
Affidavit (Format-II): A notarized declaration on stamp paper (usually ₹20 or ₹100) in the prescribed government format.
Quotation from Vendor: A formal price quote from a certified polyhouse manufacturer or vendor.
Post-Approval/Inspection Documents
Letter of Intent (LOI): The official permission from the Horticulture Department or NHB to start construction.
Photographs of Site: Geo-tagged photos of the vacant site before construction and of the finished structure during the Joint Inspection (JIT).
Utilization Certificate (UC): Certified expenditure statement by a Chartered Accountant (CA) or bank for final subsidy release
Application Process
Preparation: Create a Detailed Project Report (DPR) covering crop choice, technical specs, and financial projections.
Registration: Register on the UP Horticulture DBT portal or contact your local District Horticulture Officer (DHO).
Approval: You must receive a Letter of Intent (LOI) or administrative approval before starting any construction, or you will be disqualified from receiving the subsidy.
Inspection: Once construction is complete, a Joint Inspection Team (DHO, bank official, and engineer) will verify the work before the funds are released.
