Short Description
The Uttar Pradesh Green Hydrogen Policy 2024, approved on 5 March 2024, aims to establish the state as a leading hub for green hydrogen and ammonia production. It targets a production capacity of 1 million metric tonnes per annum (MMTPA) by 2028.
Objective
Production Target: Reach 1 MMTPA production of Green Hydrogen/Ammonia by 2028.
Carbon Reduction: Prioritise decarbonisation to contribute to India's climate goals.
Industrial Growth: Promote consumption in sectors like nitrogenous fertilizers and refineries.
Research: Establish four Centres of Excellence (CoE) for R&D and technological innovation.
Benefits / Subsidy
Capital Subsidy: Up to 30% capital subsidy; however, the first five projects can receive up to 40%, capped at ₹225 crore per project.
Land Concessions:
Government PSUs: Lease at ₹1 per acre per year.
Private Sector: Lease at ₹15,000 per acre per year for 30 years.
100% exemption on stamp duty and land use conversion charges.
Power Incentives: 100% exemption on electricity duty and intra-state transmission/wheeling charges for the first 10 years or the project's life.
Operational Perks: White Category status for environmental clearance and access to a dedicated single-window portal.
Eligibility
Eligible Entities: Industrial undertakings, LLPs, Societies, Trusts, Industrial Co-operative Societies, and partnership firms.
Project Scale: Minimum capital investment thresholds are set:
Large: ₹50 Cr to <₹200 Cr.
Mega: ₹200 Cr to <₹500 Cr.
Super Mega: ₹500 Cr to <₹3,000 Cr.
Ultra Mega: ₹3,000 Cr or more.
Investment Condition: At least 80% of the capital investment must be made after the policy's effective date.
Documents Required
While specific checklists vary by project size, general requirements typically include:
Detailed Project Report (DPR).
Proof of land possession or lease agreement.
Financial documents (audited balance sheets, proof of funds).
Constitutional documents of the entity (MoA, AoA, or Partnership Deed).
Environmental clearance certifications (under White Category).
Application Process
Registration: Investors register on the UPNEDA Green Hydrogen Portal.
Submission: Proposals and required documents are submitted online for statutory clearances and incentive approvals.
Approval: A State-level Committee chaired by the Additional Chief Secretary/Principal Secretary reviews and monitors progress.
Nodal Agency
The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) serves as the nodal agency responsible for policy implementation, monitoring, and disbursing incentives.
