Short Description
The Uttarakhand Food Processing Policy aims to transform the state's food systems by incentivizing investment across the value chain from farm to market. The latest framework, often referred to through the Food Processing and Value Addition Management (FPVAM) scheme, focuses on reducing wastage and enhancing the shelf life of farm produce.

Upto 50% Subsidy
Capital Subsidy: For setting up new food processing units, a subsidy of 50% of the project cost (up to a maximum of ₹400 lakh/₹4 crore) is provided.
Certification Grants: Grant-in-aid of 75% (capped at ₹2 lakh per project) for ISO, ISI, BIS, and FPO certifications.
Tax & Fee Concessions: Includes SGST reimbursement, Mandi fee exemptions, and a 100% stamp duty exemption on land purchases or lease deeds.
Power & Interest: Offers power tariff concessions and interest subsidies to attract investors.
Eligibility
- Individual promoters, firms, or companies interested in establishing new units.
- Primarily targets new food processing units rather than existing ones.
Documents Required
Project Profile: Detailed Project Report (DPR) and Process Flow Chart.
Personal & Unit Proofs: Permanent residence certificate of the promoter, organization biodata, and site plan.
Financial Docs: Bank appraisal of the project proposal and proof of funding.
Compliance: NOC from the Fire Department, FSSAI certification, and land records/conversion certificates in the organization's name.
Technical Details: Quotations for plant machinery certified by a chartered mechanical engineer and civil work details certified by a civil engineer.
Application Process
The process is currently conducted offline:
Form Acquisition: Obtain the form from Horticulture Mobile Squad Centres or download it from the department's website.
Loan Appraisal: The entrepreneur must first submit the project for bank loan appraisal.
Submission: Submit the completed form and 29-point checklist to the Horticulture Mobile Squad Centre.
Approval: The Mission Directorate reviews and approves the proposal, issuing an acceptance letter.
Inspection & Disbursement: Following a joint inspection after unit completion, the subsidy is credited directly to the entrepreneur’s loan account.

Nodal Agency
The Department of Horticulture, Government of Uttarakhand is the primary implementing agency. Potential investors can also engage via the Invest Uttarakhand portal for broader industrial policy coordination.
