One District Two Products (ODTP) Uttrakhand

The One District Two Products (ODTP) scheme is a transformative initiative launched by the Uttarakhand government in October 2021. It is modeled after the central government's "One District One Product" (ODOP) program but specifically identifies two unique products from each of Uttarakhand's 13 districts to promote local industries, boost exports, and curb migration from hilly regions.

The scheme provides a comprehensive support ecosystem for entrepreneurs and artisans through the Directorate of Industries:
Financial Assistance: Access to loans with "Product Booster" incentives, which include 5% additional margin money or subsidies for manufacturing units established under the ODTP scheme.
Common Facility Centres (CFCs): Establishment of shared infrastructure where entrepreneurs can access specialized machinery and tools.
Skill Development: Training programs for both skilled and unskilled artisans to improve production techniques.
Market Exposure: Support for participating in national and international exhibitions and fairs to showcase and sell local products.

- The applicant must be a permanent resident of Uttarakhand. Some components may prioritize or specifically target rural applicants.
- New and existing micro, small, and medium enterprises (MSMEs) are eligible. Existing units must show at least a 25% increase in production capacity through expansion or diversification to claim certain additional benefits.
- The enterprise must produce or process one of the two specific products identified for that particular district.
- Applicants to be above 18 years of age, basic education (typically 8th standard) is only mandatory for projects exceeding certain cost thresholds (e.g., ₹10 lakhs for manufacturing).

- Detailed Project Report (DPR) Outlining the project cost, manufacturing process, and market potential.
- Aadhaar Card and PAN Card.
- Domicile Certificate of Uttarakhand.
- Passport-size photographs.
- Udyam Registration Certificate (MSME registration).
- Copy of record of rights or a registered lease deed for the project land.
- First bill of the unit (for existing units seeking expansion).
- Bank Approval/Sanction Letter: If the project is credit-linked (seeking a loan).
- Income Tax Returns (ITR): Recent filings, if applicable.
- Caste/Special Category Certificate: Only required if claiming benefits under specific reserved categories.
- Affidavit: In the prescribed format confirming the accuracy of the provided information.
